Your advice is contradictory, no point in calling CRA until after this issue is resolved, seeing as the CRA freezing all his accounts and seizing any of his assets will certainly not help the OP get his money back in a timely fashion.

Really the best thing you can do is just let him know that you are going to the police, and then do it. I'm sure the VPD will be more than happy to help, plus if he is already known to police (which from the sounds of things is fairly likely...) they will be happy to have one more reason to investigate him. You have nothing to lose by going to the police, so stop wasting time, just get that police report filled out and let the police take it from there. It's amazing what so much as one phone call from the police will do to get things going.
