I was reading up on this a while back and thought I found a link somewhere on the BCMOT or ICBC site for this.

Inside the Lower Mainland, the signs read "Slower Traffic Keep Right", while outside, most highways read "Keep Right except to pass".

I forget the exact words but my understanding is that in the GVRD they actually don't want people sticking to the R of the highway as the L lane now sits empty as opposed to holding more cars.

With that said though, I personally keep R unless I'm entering a merge point (with a ton of cars trying to get onto the highway) or it's rush hour, in which case every lane is open season.
