Well, if you'd rather rub tomato sauce all over the dog and deal with the cleanup after... But really all tomato sauce does is mask the smell.
Personally I'd choose the shampoo. The chemicals in the shampoo will react with the skunk spray and neutralize the odour-- something the tomato sauce doesn't do.
