No.
Tight jeans were only manly in the 80s when every rock band wore them. Today they are worn by emos and hipsters, neither I consider manly.
Pants tucked into tall leather boots are only OK if you ride a motorcycle, or if they are cowboy boots and you own a pickup or a horse.
