His wired machine has fast connection to the Internet, so it's strictly an internal problem, nothing to do with Telus.
You say you have 100% signal strength, but what is the link speed that it's connected at?
Try changing the wifi channel the router is running on. Maybe your apartment neighbour is using the exact same channel and is causing interference.
