I've heard a few people say the kickpoint areas are placed differently, therefore affecting the flex of SR vs INT, even with the same flex. I know I have a 52 flex JR stick from before, and it was way stiffer than listed. But don't take my word for it.
Also check out shafts from Harrow, they are longer than the other companies so it won't be as stiff when you cut.
