I had to go play to see if you're right, and unless you mean something else by "background" you're not.

Every object casts a shadow, even those far off track. I've played Madrid and Roma and parked the car looking out into the alleys, fields, ... everything has an accurate shadow. Do you mean the mountains far in the distance? Play Madrid and look right and left near the start. You'll see all the building to the street on the right cast shadows onto each other, even the trees and poles cast shadows onto the buildings. Then look left and notice the mesh fencing casts a shadow onto the top of the guard rail.

If you're not seeing these, then maybe you have a setting wrong.

To compare, since I don't own the game, I looked up some vids of F1 2010 on Youtube and the guard rails don't even cast shadows. WTF? Maybe it is not the PC version...
