From the replay I have seen against pro Dhalsim, players with uppercuts tend to trade with them. Try doing LP uppercut when he keeps around half screen with you. (although I'm not sure if Rose's uppercut is as effective as Ryu/Akuma's shoryuken) or simply crouch MP if you don't want to risk. Dhalsim will most likely to crouch HP.
