Gangs have always lived and operated in neighbourhoods beside law-abiding citizens. An affluent neighbourhood with wealthy neighbours doesn't make it gang free. There have been grow ops in the British Properties and Westwood Plateau. There have been shootings in Shaughnessy. As I recall, one asian boss who's daughter had to make the terrifiying 911 call, and another in a BMW.
But you final sentance hits our gang problem right on the nose. The corporations control everything.
