Yes, during exams you can't park there. But the exams are only held there at the end of the semester. Rest of the time, there isn't anyone really checking it seems.

I used to park on the side street in the beginning of the sem but those fill up by 7:30am... so I started parking right at the temple lot and have been fine the whole semester. No warning/ticket or anything.
I noticed quite a few BCIT students park there. Some actually seemed to have bought permits for the parking lot, but a majority of them haven't. It's only a 5 minute walk to campus, not bad at all.
