Edit: If this was a private sale, read this: Youo must disclose the rebuild status, that is the law in Canada, failure to do so results in a void sale and therefore a refund.
If this was a dealership, read this: Opposed to popular belief, you can contact the VSA google search MDCBC and contact them through there, they protect people buying cars from dealerships. If he didn't discoluse the rebuild title on the bill of sale, your friend can get their money back. The dealer will most likely be fined, if another problem occurs he will most likely have his licence taken away.(Dealer licence not drivers)
To all the people saying look at the car before you buy it, not everyone is a member on revscene and knows a decent amount about cars or what to look for, that's why there are laws in place to protect them.
