Well it says so itself on a couple signs that if you cant read your number, then you put in #1 for a ticket, which you have to put on the dash, whereas when you put in your parking number you dont have to put it in your car.
Parking buddies, basically like that, haha. But you need someone with the opposite schedule as you.
