Ive actually heard this too, since they won that court case.
They'll give you one ticket, and the next one is a tow.
Dont think they've really been doing so though.

do give tickets after 7pm. My friend has gotten a few lately. One at the bookstore, one at the lot behind Frank Forward and one in the gravel lot near ICICS.
