I know this thread is about restaurants, but Black Ocean in Richmond sells fresh frozen sashimi. I've tried their hamachi (I think $15 per lb), salmon (both Atlantic and sockeye), uni (not frozen ~ ready to eat) and flounder. Everything is really fresh, but the downside is you have to take it home to defrost (takes about an hour) and cut it yourself besides the uni. Highly recommended if you have that kind of patience!
