This does not necessarily make your judgement any more valid.
If it tastes like Pho Hoa, it tastes like Pho Hoa. In fact, I don't even know how can pho be any worse than Pho Hoa because that in itself is already rock bottom!
I've known many friends and colleagues from work who have gone to Vietnam. Each and every one of them have come back only to say that it is different and there is no "standard" especially in comparison to what's available here.
