You might want to look into getting a US Mailing address (which can be easily obtained online - like MyUS.com), go to Banner Bank at Point Roberts (or any other american bank closest to you), apply for an American US credit card with your US mailing address. Banner Bank at Point Robert will use your Canadian credit rating to determine if you are approved, not sure about other US banks. MyUS will then forward your mail to your Canadian address. After you receive your American credit card, apply for a new Paypal account with your US address with your US credit card. Make sure you use a proxy.

This method has never been tested, but theoretically, it should work.
