yes. as long as ur data plan allows tethering (most companies has minumum 1GB to allow tethering), then u r ok.
it's supported in Android 2.2 and up.
CDMA iPhone has it first, now 4.3 on iPhone 4.
similar to MyWi on JB iphone.
