I told my manager something similar. We're still not out of the recession, and anyone that has survived layoffs and is senior would not want to risk changing jobs unless the job is a LOT better or pays a LOT better.
No offense to my own industry, yet healthcare is slow moving and not exactly cutting edge fun stuff. It does pay well, among the top, yet the salary isn't going to be significantly more than what any other senior employee would make.
Thus it has been difficult to hire. It is a fantastic workplace, with awesome benefits and great people. Kinda like a government job, minus the lazy people with higher salaries.
