If you want to stay warm in vancouver, I reccomend a Softshell or an insulated shell.
Softshells are great because they are stretchy, which makes them very comfortable, they are usually water resistant with a DWR (Durable Water Resistant) coating. They are lightly insulated and are quite warm. Great for those that have a car, and dont need the jacket to be fully waterproof.
Some good examples would be the TNF Apex Bionic, or if you feel like going more "upscale" Arc'Teryx makes some great Softshells as well.
For those that takes transit, or are outdoors a lot, I reccomend an insulated shell, such as the TNF Plasma Thermal, or Arc'Teryx Fission SV or similar, these jacket are Waterproof (with Goretex, or TNF's Hyvent), and are insulated with Primaloft or coraloft. These are more practical than down, since if Down gets wet, they lose their insulation ability, and Vancouver's humid weather is not suitable for a down jacket.
