So far I've checked out:
Shiang Garden, SSW, Kirin @ Starlight, Floata and Top Gun. Kirin to me, still seems to have the best decor.
Regarding liquor laws:
Not very clear and every restaruant has given me a different answer. If anyone is in the same boat as me, Floata will let you bring in your own cognac if you really negotiate. Still waiting for a reply from BC Liquor control. No one wants to provide a straight answer. Pretty fustrating. If someone has more insight, please shed some light.
