you could try the pink putty that dries on white, leave bulge and lightly sand it when it is dry with a fine grit sand block. Ask if the landlord have the extra paint when the condo was built (if it is a new condo)

but to save yourself misery, let the landlord deal with it because:

1. he/she may not be satisfied with the patch work
2. he/she may get all bitchy with bad paint match and ask you to paint the whole house.
