I don't comprehend. And aren't penalty shots signalled the minute the other team
gains possession after the trip, and the ref doesn't make the call based on the victim's reaction... ?

I take his opinion with a grain of salt.
During his rant he stuttered and messed up because he realized when the replay was shown in another angle he was wrong.
Don Cherry said Ovie looked at the ref while he was on the break away and then fell down. However Ovie didn't
