I think it's actually 3 tickets before they lock your wheel. (Says on the back of all 3 of my current tickets)
If you leave a bunch of old tickets on your dash, some attendants are to lazy to check em all. Parked under Convo Mall 3 times on separate occasions (for the whole day) before I finally got a ticket.
