Afaik with the iPhone 4 all iPhones are unlocked and come without carrier sim cards inside the box. During the activation process the phone is locked to the carrier network of the inserted sim card.

The ones that you get directly from Rogers stores. Was just trying to clarify that the ones that come directly from Rogers are unlocked already (and will be locked to Rogers or Fido once you activate it with a Rogers or Fido sim), where as if they already come locked to a certain carrier.
I'm trying to clarify before i pull the trigger on one
Apple store is telling me that they all come locked in the box and you can't 'activate' them with a different SIM.
