I should note first that I don't know much about the tattoo 'scene' in vancouver (or anywhere else really). I haven't even been back for 3 years. All I know is what I glean from blogs, facebook, forums, etc.
If you're willing to travel,
Bob Tyrrell is by far the best portrait artist, IMO. He travels to a lot of shows, and is actually in Calgary quite a bit (he'll
be there in October, so you better email him now if you want). He was actually in China a few years ago, and I contacted him but unfortunately I was too late and was unable to get an appointment
For colour, again you'll have to travel, but
Nikko Hurtado does the best colour portraits I have seen. He doesn't travel as much, so you'd have to go to LA. I'm sure his waiting list is a year long at least. BTW if you "LIKE"

There are other good portrait artists (and make no mistake, you NEED to go to an artists that specializes in portraits to get a good one) and maybe some locals. But from I've seen, those guys are the best of the best, IMO
