Mine is always on a leash and if we walk by a dog and he goes at the dog I wait till the other dog has passed. I make him sit and tell him thats bad make him understand not to do that. The next dog we pass I tell him as we are getting close no, no, and sure enough he walked right by. He still needs reminders but the best way to teach him is right after it he has done something wrong.
