I like the thinking behind hybrid icing, but giving that additional level of judgement and power to the officials, I'm not sure how well it can be executed. The rules for penalties let's say are fairly clear and black and white, but how often are they interpreted as shades of grey? With the center ice line and icing calls, some linesmen will let you dump the puck a few feet short of the line without calling an icing while others will not, and once again this is a black and white rule.
