Too many people use off leash parks as their dogs only source of exercise. The dogs think that they set the rules on manners as they start caring less about the owners. The dogs source of excitement is other dogs, not the humans they live with. Off leash play isn't bad, it just shouldn't be the only thing the dog does. This is why people are encountering more dogs that behave as such.
