Aren't all owners supposed to have a leash on their dogs (except on off-leash parks)?
Yea, dogs are supposed to be on leash at all times unless in off-leash zones. Apply anywhere except for maybe rural area.

There's suppose to be a number that you can call to report but I don't know what good will that do. You can body-block and told the dogs off, saying short commands in a firm tone, works most of the time.
