The worst is that they crashed it (and it would be obvious) and they never did any maintenance (i.e. brakes, oil changes etc.) These modern scooters, in general, don't require much maintenance and are rarely mistreated. If in doubt, arrange a pre-purchase inspection with the owner at a reputable dealership/shop.

No Honda dealerships in Richmond as far as I'm aware. You'll have to head out to Carter Motorsports on Granville Island or The Honda Centre in Burnaby.
Buying a scooter new sucks because you're going to take a huge depreciation hit. In my experience, it's not worth it. Not to mention, it's currently a buyer's market so take advantage of that.
