You don't take 16 months (4 more than usual) to introduce a new model that's merely an upgrade.
An interesting poll just found 41% of smartphone buyers plan on getting the iPhone 5. When asked about an iPhone 4S that number plummets to only 11%. People want a '5', not an upgrade of the current iPhone.
