Most keeper pools usually allow for keeping more players than that, other wise doesn't really seem like a keeper pool. Most keeper pools I've seen are usually only 10 to 12 teams tho. At 18 teams, maybe reduce starting goalie spot to 1 and set minimum games for goalies to 1 or 0 then?

I think you got to allow for more players to be kept as that is the whole point of a keeper pool, acting as the GM. On the settings you have now, each roster has 15 skaters and 2 goalies, doesn't really make sense that you're only allowed to keep 3 players. I would suggest you're allowed to keep at least 6 skaters and 1 goalie.
