Most trucking companies operate during the day mainly because that's when stores they deliver to are open. The majority of distribution warehouses already schedule it so that they receive x-dock goods outside of rush hour periods. Hell, drive through any industrial/warehouse park in the Lower Mainland at 3 in the morning and tell me how many are even open and operating, much less loading trucks to go out that same night.
Truckers don't care about the 50% discount they recieve. They just end up passing the cost to the consumer.

We also have a port and truckers use the hwy at night especially the ones who haul containers from the port to all across western Canada. The 50% off will benefit those commercial vehicles the most.
