A chain place like robbins, earls, cactus, joeys and you can get away with $20, no drinks.
If you bump that up to under $35, then you're starting to look at some nicer one-off restaurants. I hate to have my haunts flooded with people, but might as well since you're asking....

Actually, come to think of it, one of the most affordable places with consistent good food is X-Site Grill in burnaby. But you can get away with $15 per person!
