One of the local officers can correct me if I'm wrong - yet these offroad lights are supposed to be covered up for street use. This prevents them from blinding others.
There's also rules about number of fog/daytime lights, which I see more and more people violating as they install quad fogs, then add HID conversions. All in a vain attempt to look like a "luxury" car.
