The problem is - how does one determine if they used proper projectors? Halogen and HI projectors are not the same.
You've also got wiring issues to deal with. Has it been done safely? Are the ballasts of good quality? Is the whole system going to shut off on a dark road one day? Are the ballasts going to crap out and cause flickering?
Glare and aim aren't the only reasons HID retrofits are illegal.
