if you grew up in an environment where it is strongly suggested that you boil before you drink - your habits will never change.
it just doesn't feel "right" to be drinking directly from the tap (ie: there's a psychological barrier).

I'm assuming that is the case seeing as how many people still boil their water in Vancouver, though I'm not convinced it is a psychological issue any more than a stupidity issue.
As I said, my parents were raised in South Africa and although water is generally safe in most urban areas now, this certainly wasn't the case when they lived there 30 years ago. My parents boiled or chlorinated all of their water, but after moving to Canada this practice immediately ceased because it is unnecessary. Boiling water is not a habit like nail-biting or nose-picking, and to continue doing so, or worse, to teach your kids to do so, is ignorant.
Vancouver water is soft and has a very pure taste. Personally, I find it an affront to our cities excellent water systems for some idiots to boil their water, and perhaps they should be deported.
