nothing is black and white really, and money obviously has a large say in any business. Referees work for the NHL. Lets say Gary Bettman (count chocula) holds your child hostage and threatens to kill him/her with an overdose of chocolate if you dont comply with his demands and call a phantom hook.

The Leagues way of silencing their critics is through fines. Torts got 30k.
Remember Burrows vs Auger? He got fined too when he openly brought this issue up
It's similar to a communist state not letting you voice your opinion.
Their reason is they dont want the integrity of the league to come in question with the general public.
Maybe they could have a formal way of making complaints? But of course the league will just brush them off.
Their basically damned if they do and damned if they dont
