She knows exactly what shes doing. She isnt getting the attention she wants from her BF, and "Joe" is giving it to her. If she wanted to leave her BF, she would have. She has compromised. Joe MAY get somewhere with her, but I doubt it. In the end, if something happens, my money is on she feels guilty and runs back to her BF. She believes what she is doing is fine as she is not cheating on her BF. She probably knows "joe" likes her, or maybe shes one of those ignorant broads, and honestly has no clue what she is doing, and just honestly believes "Joe" has no feelings and they are JUST friends.
