^ First off, why were you doing something with a "one hour deadline" on an iPad instead of a PC?
Which iPad are you using? Which iOS version? JB'd or not? Would that PDF file be something I could download from a website somewhere, or is it confidential? I'm quite sure I know the reasons why your iPad is lagging (based on what I see in the video). I'm just not sure why it didn't occur to you.
I work with PDF's (technical PDF's mostly filled with drawings and wiring diagrams) all day long on my iPad at work. I also routinely switch to e-mail to send/receive e-mails regarding progress on jobs I'm doing along with a couple other Apps. I never experience anything like what you are showing.
So If I come on a forum and say the iPad is good for reading PDF's and sending e-mails, and someone else (you) comes on saying it's useless for that, who should they believe? The person who does the exact task your describing every single day, or the one who admits what they were doing was "very specific" (your words, not mine)?
This is the problem people have with your original post. You found a specific situation that didn't work for you and made a blanket statement that the iPad is useless for anything based on your example.
