Besides being suspended for x number of games. I think they should fine the player and the coach. Fining the player & the coach for the amount of games the player would be suspended for. The fine would go to NHLPA or any charity of the victim's team's choice.
Not sure what would be a suitable amount, guess it would depend on each player? Players who make >$3mill get fined $100,000 per game. Players who make <$3mill get fined $50,000 per game. Coaches get fined the same amount his player is paying.
Example,
Keith suspended for 5 games. He pays out $500,000. Quenville pays out $500,000. Total of $1mill.
This way players would think twice before committing to a hit. Coaches would get fined because they put those players out. Hopefully this would be a deterrence.
And they should implement a system for repeat offenders, after getting suspended 3x(separate occasions) they should get an automatic 10 games.

Add another fine of 2+ million dollar fine on the team. That'll make them feel the pinch. So that all levels of management feel the burden.
But goodluck getting everyone to agree on this issue.
