Can anyone tell me how the enrollment dates are allocated amongst students?

I have been told that those on athletic teams and who are on scholarships get first pick and then enrollment dates are based on the amount of credits you currently have.

Can any one verify if this is true ?
From my years of observation, it goes something like this.

Scholarship/athletic teams > first years > credits > GPA

So if you are not in first year and only have like 20 credits with a GPA of less than 3.5, you are shit out of luck. This totally puts the students who transfer in from college at a disadvantage because while the credits they transfer in from college counts towards the degree, it doesn't count towards the counting for picking classes.

You can say it is "being fair" as full SFU students have first pick over college transfers.
