It says 60, but you only need 45 credits for upper bus classes

I am trying to enroll to econ 105 surrey. However when I finish enrolling it says the remainder seats are reserved. I checked the description and it said reserve seating comes on MAR 24. Is this just the system's error?

It could be just reserve for surrey students first. I dont think you need to be a econ/bus student to take this course, especially when a lot of people take it for electives.
