Japanese cooking wine, also known as Mirin, can be purchased at just about any Asian food mart.
Real Japanese cooking wine has about 10% alcohol by content. If you want the real thing, it is difficult to find as many found on the shelves around here are made in China or some other country.
As for Sake, which is also a rice wine, it is generally 15 - 18% alcohol by volume.
Mirin is very sweet and is made via a different process.
Sake, of course, can only be purchased at a liquor store. The cooking wine that has alcohol in it is not supposed to be sold in stores, but............
