Google Play is really awesome. Upload your entire music collection (up to 20,000), and then you can stream or download them from anywhere.
Unfortunately, you can't access it, unless you're in the US. If you are able to accept the agreement, then that unlocks Google Play, so you can access it anywhere. US or not!
Here's some methods that I found to be successful
1) Edit your HOSTS file to include play.google.com and the IP for the US version
-copy and paste this line to the end of your hosts file:
play.google.com 50.22.92.209
-save the changes
-restart or run ipconfig /flushdns
2) Use Hotspot shield
-This may or may not work. It depends on what server you get logged into, when you connect. If you get the message that you're blocked, try reconnecting to Hotspot shield again.
3) Unblock-US or similar
If you're setup with a 3rd party DNS, like unblock-us.com, then going to
https://play.google.com/music will take you to the US version
Once you've accepted the agreement, you'll be able to access Google Play Music from anywhere, regardless of your region.
