Then maybe, In order to prevent call-up goons from taking out an opposing marquee player, assign a value from 1 to 10 for each player on every team (Hossa is worth a 10 to the Hawks. Doan is worth the same to the Yotes. Torres is worth, say, a 5 --- not that Torres is a goon per se.). Then if a dirty play happens, not only does the offending player stay out of the game till the injured player comes back, but a player from the offender's team of equal value to the injured player is also suspended. So playing dirty negatively affects your team and a specific teammate and so hopefully guilt will prevent dirty hits.
Okay, maybe that's kinda stupid. But having Keith suspended for as long as Daniel is injured makes sense to me. Same with Torres being suspended for as long as Hossa is injured.
And if the injured player is out indefinitely then it's tough luck for the offending player. An eye for an eye.
