I like having a centralized storage for my music, and it acts as a backup to my collection. There's no need to download. Everything just streams. In fact, you shouldn't download music, unless you're migrating your library to another service, or taking it offline. You can only download a track twice from Google Music.
It's only as cluttered as your current collection. It was a mess when I tried uploading my entire collection at once. There were so many orphaned tracks. Now, I'm gradually uploading my collection, so that I can clean up ID3 tags, and acquire album covers.
Playlists are easy to make, too. Just create a new playlist, and drag and drop tracks into it.
