Yep... basically there will be a tab on play.google.com for "Music", which takes you to
http://play.google.com/music/
If you try going to that page here, it'll say it's not available... but if you go there in the States, you'll get the agreement page, and after accepting it, you will be able to go to
http://play.google.com/music/ from Canada and show the actual content.
