an over tight t-belt can cause's a whine. Odds are when tech A was tightening the bolt on the adjuster, he was giving the spring a little help or push. Should be easy enough for him to just loosen the bolt, turn the motor and retighten the bolt. Thats why its spring loaded. To give just enough tension required. Eventually the belt will wear and stretch and may stop the noise, but that may take a while.

I remember some of the late 90's civics had t-belts too tight from the factory causing a whine noise. Its a simple fix to re-adjust it

Suppose it could cause a little more strain on the water pump. Maybe
