JR says he was turning and didn't have time to avoid the hit. Questionable. But it was Brown's choice to stick his leg out and turn that way to make the contact, he needs to be accountable for that action when Roszival had no chance to avoid that contact. It was Brown's fault that he didn't turn far enough for a full on body-body hit, or maybe Brown realized he'd have a higher chance of hurting himself throwing a hit like that.
Rome got 4 SCF games with his questionable late hit, but it was a clean hit otherwise. If Brown was some no name bum, he'd get the same treatment. I bet Shanny turns the other cheek.

But they didn't penalize him. Ultimately, the refs make the call and they didn't. Now, you're comparing Rome's hit, saying it was a "questionable late hit, but it was a clean hit otherwise" was it questionable or clean? Doesn't matter, refs made the call. Move on.
